About the branch Chairman Biography Committee Members

The Hong Kong Branch inception is dated back to October 1984 in response to the wish of some one hundred and fifty members who were currently engaged in highway projects in Hong Kong. Some of these members were local residents whilst others were expatriates.

The Branch activities were organized by a group of enthusiastic members who formed the Branch Committee. Mr David Butler was the first Chairman and the rest of the Branch Committee consisted of Vice-Chairman, Hon. Secretary, Hon Treasurer, Assistant Hon Secretary, Recruitment Officer, five Elected Members and Ex officio immediate Past Chairman. In addition, the Branch Committee meetings were also attended by an IHT Representative in Hong Kong and a Highways and Transportation Technicians Association (HTTA) delegate. Mr. H C Beaton had been the IHT Representative for sometimes until 1989 when he retired. Around 1993, the HTTA delegate ceased to join the Branch Committee.

In early years, the Branch Chairman was invited to join the Annual Branch Meeting held in the Institution's Headquarters in London. The Branch Chairman attending the meeting had to paid for most of his own travelling expenses as Headquarters gave some subsidy to encourage the gathering. However, the invitation was ceased after 1990.

The activities organized by the Branch Committee in the early years were not much different from today and consisted of site visits to major projects and monthly technical seminars on both local and overseas projects.

Despite the not very long history of the Hong Kong Branch, a large number of members have made major contributions to the Branch when serving as Members or Office Bearer of the Committee. It is difficult to present a full list of these members who deserved all honours. Instead, the list of members who had served as Chairman of the Branch would help to chase the history.

The Hong Kong Branch is one of 2 overseas branches of the Institution of Highways and Transportation of United Kingdom. The other branch is the Malaysian Branch. The Hong Kong Branch is a learned society in Hong Kong founded in 1985. It takes a keen interest in the design, construction, maintenance and operation of sustainable transport systems and infrastructure. It aims to provide a forum for the exchange of technical information and views on highways and transport policy; to provide specialist advice to government and other bodies; to make roads safer for the travelling public; and to encourage training and professional development to meet today's requirements.

Ir. Tam is the Construction Manager for the South Island Line for Mass Transit Railway. He has over 30 years of experience specialising in the design, construction and project management of highways, bridges, and railway construction.

Eric Ma is the Managing Director of Maunsell Consultants Asia Ltd and has over 22 years of solid experience in planning, design and construction management of large scale infrastructure and transportation projects including Pennyˇ¦s Bay Infrastructure, Wanchai Development, Shatin and TKO New Towns, Central-wanchai Bypass and South Island Line.

Mr. Chan is the Director of MVA HK Ltd. and MVA Transport Consultants ( Shenzhen ) Co. Ltd. He is a Traffic Engineering Expert and has been involved in many major transportation? studies .? in Hong Kong & Mainland China , including? land uses transport integration, public transport planning,? regional traffic improvements, ITS,? traffic demand management, planning & feasibility study on highway and? railway infrastructure projects.

Having seconded to Works Branch for 5 years, Raymond was posted back to Architectural Services Department (ArchSD) in 2007 as senior project manager taking care of leisure and recreational projects.? Prior to that he was a Technical Secretary in the ArchSD, responsible for technical information and construction materials.? He also serves on the committee of the Joint Structural Division of the Hong Kong Institution of Engineers and the IStructE Hong Kong Division.

Ir Wong is an Executive Director of Gammon Construction Limited. He has over 25 years experience in construction covering civil, buildings and foundations projects.? He is also the Member of Appeal Tribunal Panel for Appeal Tribunal (Buildings), Planning and Lands Bureau; Chairman of The Lighthouse Club Benevolent Fund Committee; Council Member of Hong Kong Quality Assurance Agency and Chairman of the IHT Hong Kong Branch.

Collin Chan has 16 years of experience in new towns development and highway infrastructure. He is currently a Technical Director of Scott Wilson Ltd responsible for study, design and supervision-in-chief of infrastructure projects. Leo is an Executive Director of Hopewell Highway Infrastructure Ltd (listed in the Stock Exchange in August 2003). He is responsible for the design, engineering and construction of projects within the Group. Leo worked in Singapore (for the Mass Transit Railway), Kenya (in Nairobi for the Central Bank of Kenya), England and Hong Kong and acquired a wide range of experiences in highway bridges and building designs and constructions, slipform technique, dam and tunnel structures.

Mr Shek, an Associate Director of OAP, has around 25 years experience in transport planning.? He has worked in many cities in China and in Asia Region, on land use and regional transport planning, traffic engineering, traffic control and surveillance system design and traffic impact assessment.

Ir. C.Y. Wong has 28 years of experience in the highway infrastructure planning, design and construction. He is a Senior Engineer of Highways Department and is also serving as a Committee Member of Civil Division of HKIE and HKIE Council.

Ir Prof. S.C. Wong is a Professor at the Department of Civil Engineering of the University of Hong Kong. He is a member of the Civil Division Committee of HKIE, Vice-President of CILTHK and HKSTS. He is also a member of the Transport Advisory Committee, in which he chairs its Transport Complaints Unit Sub-Committee, and a member of the Road Safety Council, Road Safety Research Committee, and Harbour-front Enhancement Committee of the HKSAR Government. He served as a member of the Tuen Mun Road Traffic Incident Independent Expert Panel in 2003.
